not take effect until a few years later

analogy even furthur. Because of that expanded vehicle
coverage, Your vehicle must be repaired at a ( no price dickering)
union only shop goverment licensed
and approved, (Which will wait months to get
paid.) and you can't even sue if they screw up. Plus there will
be less repair shops because they can't meet
government regulations and rules. So you'll have to wait in line
without the use of your car till its fixed. If someone decides to set an
unapproved repair shop up, some agency will come crashing in close
em up, wind up in court and face huge fines or even
jail.; If you think this comparision is far, far fetched, here is where it becomes validated . You would not put up with this if this happened to your car insurance .Demand your US Representative

This poem was written and published in the Chicago Catholic archdiocesan newspaper The New World in 1965. Which I first wrote it after participating in the mayoral campaign of John L.Waner (HUD Secretary under Nixon) vs Richard J Daley the turnmoil caused by the Nixon resignation was in mind
Little did I know that it has more of an application today. Government interloping in everyday life particularly by pseudo libs calling themselves "democrat" but really are socialists has gotten to such a point that this 77 year old war horse
and a veteran of many political campaigns in what is called today a "blue" state and city and having that experience as a highly respected designer of of print campaigns which have been sucessfull. I decided rather than throw hands up in dispair share the aquired knowledge and experiences. The first advice is to those running unopposed in a primary simply to show opposition . Don't think just because you've decided to run you can sit on your ass and the partys gonna thank you and get out your vote .Do not feel if your unopposed in a primary all you have to do is sit on your keister and wait for a month before election to campaign....If you feel that way YOU HAVE NO BUSINESS RUNNING FOR OFFICE , especially in a heavily blue district "Politics is a business" a successful many term Illinois Republican state representative once told me. He made every wake and function in his district, had file cards on birthdays and would send out birthday and messages of congratulations to family members of important supporters and contributers. It was as if he made his constituents members of his immediate family. The Point being, first forget about your ego if you enter into this business because it will be dashed if it becomes clear you don't know what the hell your doing in it. Secondly forget about a private life if your good at what you do. Your on 24/7 call. This is one reason why so many politicians in both partys run into marriage difficulties. And the greater the office, the more the demand there is on your private life.
The whole concept of this is basic campaigning. You can't rely on free publicity by the main stream media. You won't have the big money for TV or radio commercials like your incumbent opponent has. Your going to have make do with what you have and that is relying on print material and word of mouth. Initially your biggest expences are in cases of paper.You may even consider getting a small offset press, or leasing open time on one, or hooking up with a company which has one for in kind campaign contributions. Then organizing "blitz teams" folks who support you which circulate your material house to house in key precincts to put up signs and circulate your material effectivly in wards and precincts in your district. There's a line in the movie "Patton" delivered by George C Scott where he standing before assembled troops delivers the line "America hates a looser and we're not loosers" to a certain extent thats true anywhere. What he didn't add was this, and its peculuar to Americans. What Americans love and respect is a fighter. And that, during your campaign is what you have to project, throughout your campaign.

ELECTIONS ARE NOT WON BY ATTENDING ENDLESS MEETINGS & TEAS*
* Unless There is conservative media and they can reach or help reach your constituency. Your better off if they are conducted in one of your precincts
THEY ARE WON BY CARRYING PRECINCT AFTER PRECINCT
Unless you live in the state of Louisiana where their one of their units of local government is broken down in French terms, countys are called parishes. Our most immediate unit including Louisiana is called a precinct, a number of precincts comprize a ward, and a number of wards comprize a township,town, city and district.This you better know already otherwise we're in deep do do. But what you may not be aware of is how to use these important tools when running a successful campaign. FOR PRIMARY ELECTIONS
A record of registered voters is maintained by an assigned unit of government. From that source get the tallys of the vote from each precinct from the last election along with the list of registered voters for the recomended precincts as explained below. !
There is a strategy behind using precinct lists of registered voters. It saves you time, and directs your efforts.
If your running for a local legislative office (alderman) or (state rep) you should get the complete set of registered voters for your district. You or your volunteer then go out to those addresses, get your petitions signed, and make your presence known that your out there fighting for democracy and the American way.
Obviously if your running for a state wide office, state senator, congress or senate you don't need every precinct lists of registered voters because that would fill your headquarters with what your fighting; paperwork.
But you do want a precinct by precinct tally of votes (candidate count) vs the number of registered voters (turnout) to determine those weak precincts, also if your opponent ran in a contested race during a primary select those precincts where your opponent either failed to carry that precinct, or your opponent's turnout was below their average percentage of victory. It is those precincts voters lists you want.
If your running on a party ticket a good ward, township, or county organization should also have copies of registered voters available. But probably don't. Depending upon the organization.
Meaning does it have precinct workers ? If not but has a conservative count you see if you can get a worker in there . And if they had poll watchers in those precincts and voters were checked off as they came and voted with a red or blue colored pencil indicating the voters party preference during a primary.
If its a state where its an open primary and a check off record was kept if they voted in a general election and a check mark is by the name those records are also valuable
In most states judges of election at the precinct level represent a political party and depending upon state law and the number of political partys registered in the state but it is usually one judge per party and an alternate. They are the unhearlded...those little old ladies who ask you for your credentials before you vote...THEY ARE THE KEYSTONE OF THE PARTY AND THEY VOTE A smart candidate will hold a coffee or a tea prior to the election for these folks of your party if the following does not happen. Usually its held by the party committeeman, if they're any good, which you attend contribute to and introduce yourself. Otherwise you get the list of judges in that weak district and hold one yourself. While judges by law cannot electioneer,they can be asked to be a checker and check off the names of the voter as they vote. If you are able to have a volunteer working that precinct your vol periodically goes in to see if those people that were contacted came to the polls.
Most often a precinct polling place has 2 of each, Democrat, and Republican.
It is also customary during election day to go around to precincts polling places (without electioneering) and drop off cookies, donuts, or snacks.
Challenges to petitions can be costly. To avoid them use those registered voter sheets to check names and signatures if incorrect black them out before turning that sheet in. Check those signatures to see that they exactly match the names on the registered voters list.If they don't, take a marking pen and mark them out. This also shows the authorities youy have screened your petitions which lessons the likely hood of your petitions being challanged. .
Also when circulating your petitions provide your circulators with a brief bio of yourself which they handout to the signator and make a copy of the petition for future use before you bundle them up and turn them in. If funds are available send them a post card thanking them for signing .There are suggested designs and formats following in Chapter 3 which you can adapt and print up to use as your handout.. Always try and get 20% more than the required ammount of signatures needed.
Differing states have different rules but as you know that is strictly regulated. To check on those rules, check with your secretary of state usually and local election boards to find out what they are. A word about those percenters. These are professional fund raisers which operate on a percent of what is donated, and depending upon the race and the candidate the cut can go as high as 50%.
PHONE BANKS Soft sell Voter interest surveys can work using phone banks but do not use them unless your name recognition is at 50%. A cold call about a candidate announcing a position with no response sought from the receiver having no name recognition works against the candidate. It does work if its an announcement- ie; "Joan Dokes who's running for bla bla invites you to hear her at a Candidates forum,on TV etc...
If you choose to hire one Make sure you reach an understanding with them that their phone solicitors ask for volunteers if they get a positive or negative response for a contribution and; that they turn in those names etc into you as part of any deal you make with them
What is your name recognition standing ?
To see how your doing using a "chat sheet". Periodically take a name recognition phone survey using the Independent Polling Service device,
Random call 10 people (picked out from your registered voters list) in each ward of your district. The chat sheet should read ; Hi, I'm with the independent Polling service and I'm calling to find out if you recognize any of these 6 names which are running for (your office). Read off four names plus yours and your opponents and see what response you get. Do not politicize this with a candidate pitch. Your doing this to find out where you stand in name recognition
Get every relevant phone book within your district you can lay your hands on.Most areas allow unlimited phone calls within a given prefix.If yours is a large district having many prefixes try and get supporters to call within the area of your district having that prefix.
Understand what you and your family are getting into, understand the legislative process if its an exceutive position understand what its limitations are. Know the rules, on filing, reporting campaign funds. Above all know your district and its people. What wasn't covered was this; Befere we get into websites and literature design a very important aspect of any campaign is printed material distribution; Do not rely solely on one medium to get your message out. While your best method is personal contact, the second best is the use of printed campaign material passed house to house. If you do not expect to use print material distribution as part of your campaign Dont Run

MAKE YOUR FIRST PAGE YOUR BROCHURE
This is not railing against using the newest tech applications when making your presentations. Use every method you can to present your case.
But ! Bear in mind your aim is to reach as many voters out there as you can. If you have a district where 50% of voting age (not kids) activly use a computer 2+ hours per day. Budget 50% of your camapign budget into tech applications. While there are pleanty of computer savey voters out there. There are more that ain't, and they don't have the time or the equipment especially if they're on line. They're too busy trying to pay the bills . Its nice to have the 20 somethings, who go to the UTube ,talk about you but who goes to the polls more often ? Its a fact they don't. If your present site is loaded down this way you can always set up this brochure page as your page 1 & 2 and using the old proof reader marks "stet" leave it untouched so it can accomodate being printed and scrolled to your activity links, videos, face, twitter, etc then link it on to your other stuff GET YOUR NAME OUT THERE ... YOUR BROCHURE PAGE SHOULD BE PRINTER FRIENDLY ! ABLE TO BE PRINTED ON ONE PIECE OF PAPER 8+x11 ON BOTH SIDES SO YOU CAN USE THIS AS YOUR HANDOUT AND SUPPORTERS CAN PRINT THESE UP AND HAND THEM OUT TO THEIR FRIENDS AND NEIGHBORS.
EXAMPLE Use half of a 8+X11 sized printed page, (make this your introduction page) with the pitch to print and the lower half with your pitch for support or visa versa.
To print my campaign piece front and back properly; Go to File on your tool bar and click on Print View and view this page by page. Set your printer page setting depending on. At this point in your instructions decide which sheet width you will be using for an 8+ X 11 sheet and give your instructions accordingly. If your layout is portrait 8+" width or landscape 11" width and tell them to set their printer accordingly. It should show my flyer can be printed on 3 pages pages 1 to 3. If it shows 4 pages reduce the type size. Go to View on your Tool Bar and click on Print Size click Smaller. Then on Print instructions click print page 2 of 2 page after it comes out of your printer insert that printed page printed side up with the top of the page going first into the printer if your printer loads front the front. If it loads from the back its blank (unprinted) side up facing you with the top of the printed side going down into the chute first. . Then go back to File and on print instructions click Print page 3 of 3
If it shows less than 2 pages increase the type size.

Think of laws your state and congress passes as pieces of paper, legal sized paper sized 8+ X 14 inches folded once in half widthwise and then folded in half again. Some laws require much more than one sheet and create a bundle of paper.

Your Website... if you don't have one already.. The official address of the page your reading this from is http://www.theusmat.com/home.htm if you punch that address up you will get this page without going through my index page. .Linking your "blog" (your blub pages)to your handout page which covers your appearances , and your press releases etc keeps your print handout easier to maintain because new postings change the printer settings. If not you have to go the whole 9 yards. Be required to pay for a domain name which is your web address, and take a note from others keep your address simple. If you have no experience in setting up a website there are free editing programs which are compatable with Windows and Macs, 1st Page 2000 by Eversoft, an Austrialian outfit is one of the few, its free, and better than Front Page. EQUIPMENT GET PEOPLE PARTICIPATION IN YOUR CAMPAIGN
This design uses a 1/3 business fold the top of the page your logo which can include a pix,YOUR NAME and the office your running for,and your campaign slogan. Your logo should fit in that 1/3rd fold (3 1/2 x 8").This can be used as a inside window sign for a car or house
A map, or at least a verbal discription of your district,particularly if your running for a legislative post in a specific district. Too often this is ignored but its a piece of information most voters don't know about which insures your blurb is kept and not tossed away.
Then a brief statement why your running, which also includes your main opponents name if an incumbant.
. If you can work with your host county, the county you live and vote in, you can post your page,and your "blog" into their website index file as an htm or html (a link to a given subject)
It is not a separate site but a page in The US Mat.Com site. You can do the same thing listing your county GOP org address first followed by a /yourname.htm and posting your page in the hosts index file
Doing it this will save tons of money. Likewise you can have a layout (as I suggested) different than the county try not to step on any toes within the local party.
If your running for Congress,or a state wide office you should really have your own website .
SELECTING A PRINTER
Because all jet printers use a water soluble ink and lazer printers don't. If its possible to rent a lazer printer do so, but make certain the ink used in that printer is not water soluble. Using this and the blow up features you can make some decent sized all weather signs by piecing pieces together like they do for billboards thus getting your name out to the voters.
If this proves to be too expensive your printer should have the capability to, scan & post,,blow up to 200%, and fax. There are "water fix" sprays which will coat the item that will allow material (signs etc) to be used for outside .Buy a spray can and test it first to see if the ink runs before you by a case of the stuff because you'll be using a lot of it. Its still not as good as "dry" ink which holds up better.
Besides cases of ink cartridges for your printer,(use black when possible)and double faced adheasive tape. A perfing tool comes in handy which is a serrated circular blade (wheel) used by dressmakers known as a pinking knife comes in handy for tearoff survey replys see article following.
USE VOTER SURVEYS
.FOR EXAMPLE This is a very important aspect of your campaign, draft up a series of questions on issues you would like to know about positions you would like to take

How often do you market (fowl) (Hogs) (cattle) (other ________________________)

FUND RAISING In most states filling dates for the 2010 election end in December 2009. Especially if your primary falls in February or March 2010. To keep your voters engaged particularly if your running for a legislative post in a blue district establish your "front" nip at their heels website well before then (discussed later in this article) and follow pieces of legislation and comment about them. Link your website to that legislative branch. Study your district, pick out ideal sign locations find out where polling stations are. Introduce yourself to local businesses learn their problems. Learn where your churches are and what local civic groups exist. By the time the fall 2010 election comes around issues may change, gas prices will be rising, inflation may begin to show its ugly head, and these are good issues to cover in your campaign theme. But here is an an issue you should consider FUNDING In most cases there are laws and in some cases separate entities to account to in the reporting of election funds. Here is a unorthodox concept where conservatives use both the internet and a printed handout. When used it is bound to generate complaints particularly from the opposition.
